Context
When Equine Influenza broke out in 2007, departmental resources were stretched and blood testing and vaccination centres were rapidly formed across the State before adequate systems could be implemented.

The data from these centres was sent to Head Office to assist with decisions regarding management of the outbreak. Because the data was captured using varying applications it was often fed through to Head Office in varying formats.

The environment was high pressure, requiring a flexible response to ad hoc requests.

Brief
Articulate was initially engaged to train emergency response staff to use the necessary IT systems to accurately capture data and transmit it to Head Office. It was imperative that all centres used one system to capture data.

Subsequently, operational procedures training was added to the brief: receipt, dispersal and return of vaccine vials and workflow instructions for vets.

Outcomes

  • Streamlined the workflows from rural areas to Head Office
  • Quickly provided staff with imperative skills to capture data in the required format
  • Provided Departmental context to people operating in geographically isolated areas
  • Articulate personnel became a crucial feedback mechanism from regional offices to Head Office

Approach
A team of eight trainers worked across the state over three months, providing on-the-job training, face-to-face small group training, and post training telephone support.
